Mann has been cleaning himself up as of late and I think he has genuinely improved since his discord ban. He is clearly putting the work in to better himself, and I don't personally think his previous mistakes should be held against him if he is actively solving the problem.
That being said, he is a good ODST, is active, and roleplays well, which is more than you can say for most ODSTs. I think he'd be a great addition for a Spartan whitelist.
