during the start of the covenant war, the UNSC was struggling against the combined forces of the covenant.Outer colonies were being lost day after day,countless amounts of people were slaughtered.
This GM will be the tale of one of these planets.
the marines will start off in a sort of city, or perhaps a firebase (like sword base from Reach) where news will come of the newest planet lost. The marines will be anxious, awaiting news to see if any of their family members were hurt (if people wanted to act like that, I guess)
not long into the round, Covenant ships will be spotted on a course into the system.
the marines will be informed the planet will be lost, to dig in, and to enact the Cole Protocol. The marines will have to last for 30-45 minutes, wiping data from some nearby outposts aswell as areas in the base like the CC and other areas, wiping the data however will make these areas inoperable, forcing marines to choose if when the right time is to wipe the data and retreat from the area.
once the 30-45 minutes is over, a UNSC fleet will arrive in the area and start to battle the covenant, aswell as giving the marines an area to await evac. Once on board, the marines will retreat off planet onto a UNSC ship, however, if they wait too long, the ship will be disabled, leading to covenant boarders getting onto the ship, leading to another defence

The Covenant would of course, be briefed about the new invasion, having the time before they're announced to gear up and prepare in other ways, perhaps give them some things like ghosts that need repairing etc.
once they get into the area, they could do some things to delay the UNSC fleet, such as disabling a comms relay in the area. Once the planetry assault begins, the task of the covenants is, as you'd expect, to wipe out all the UNSC and to look for valuable data or forerunner artifacts (the UNSC base or city could have one in it, perhaps) and to capture someone with rank, such as the commander.
if the marines wait too long, the covenant could use the ship they used to get down there to also go onto the UNSC ship, this would only open up after a certain time however, similar to the ODST pods on insurrection. Their taks then would be to of course, try to capture the ship, in order to get the location of other planets, ripe for the plunder.
due to it being the outer colony AND due to the war effort taxing special operation units, ODSTs and Spartans will not be present at the base, meaning its only marines, a CO and some corpsmen, as well as the odd engineer or two, which could just be combat engineers, left to defend the base.

Marine major victory: the Cole protocol has been put in effect and the marines escaped, the marines have lived to fight another day and thanks to their efforts, humanity has too.
Marine Minor victory: the marines enacted the cole protocol but went down with the base/ship, atleast the location of Earth has not been compromised
Covenant Major victory: you destroyed the human defenders and managed to get the data they were trying so desperately to defend, more worlds are now ripe for the taking!
Covenant Minor Victory: the humans have been destroyed but they managed to wipe the data!Â

this GM is very much about the early war, and how humanity did whatever they could to slow the covenant down and keep earth safe, the marines should hopefully go for a tale of loss in this GM, losing marine after the marine to the covenant forces, due to this and due to the fact it wouldn't really make sense as to why marines would pop out of nowhere on the base, I think it'd be bad for respawning to be active for the marines, however this is up to the developers in the end.
The Covenant however, are meant to be this unstoppable force, so respawning for them would work quite well, killing wave after wave of enemies that don't seem to stop as they whittle you down is always been one of the my main reasons for liking halo, specifically halo Reach.
