Any cell inside of the URF do not have the vast weapon manufacturing capabilities that the UNSC or Covenenant hold, the majority of the weapons an Insurrectionist owns, is usually brought off the black markets' illegal weapon trade, stolen from storage facilities.. or even ripped from the hands of dead UNSC scum..
