Kig-yar mercenaries, (maybe) get their own shuttle to fly around and stuff, aren't restricted to the covenant RoE. One Shipmistress and two subordinates. All of them get the standard covenant gear, maybe even a sniper. They (obviously) will work with the side willing to give them the most money. These can be antags I suppose, if you can make it so they all spawn together. Or it could be a random ghost role, like the hotel staff from TG.

Sandstorms and snowstorms on their respective planets. Blocks all vision past three tiles. Maybe jams communications or something. Also doesn't effect lower levels for obvious reasons. Movement is also slowed a bit.

-Adding onto @Sgt Buck  's sand/snow storm, maybe make it just obscure or blur a few tiles of vision
-Planet fauna goes wild and hungry, they will all gather in one spot, and then rush to attack the bases(colony, depot, onibase, commsbase)
-Flood
-Borers from tg
-Unggoy rebellion(revolutionaries or something similar kind of vibe from tg)
-Asteroid fields, might damage the ship or just cause screen shakes,or just slow the ship down
-Giant meteors on the system map, might be slowly headed to a planet, ships can shoot it to destroy it.
-Space Junk falls from the skies, a cargo container falls on a planet, might be cool loot inside...or some terrible stuff..
-Space Hulks, giant explorable mazes full of space horrors to slay, and Forerunner artifacts to find.
-A better random Halo Ring?
-A ship wreakage, full of hanged, crucified, beheaded, clowns. Smile

Besides the obvious ONI Agent for URF, maybe the Cpvirs get a brute pack on their own little warship to act as aggressive rivals. 3 or 4 Brutes with some Unggoy slaves for people who have died to join as. The Brutes could even go as far as to attack certain individuals part of the SDV as a part of their race to beat the Elites to the artifact, as well as working to kill/eat all the Humans to get some recognition.

I would refrain from adding a Prophet or Arbiter instead of the Brutes, as the objective wouldn't change, nor would it be a hindrance to them like an overly aggressive Brute pack.

For the URF, we can have ex-PLF members who could be given objectives to destroy stuff of KS7 and all around be pure terrorist to sabotage the appearance of the URF.

As for the UNSC, while a URF sleeper agent would be good, that is far too obvious. Maybe we could have something along the lines of PMCs contracted by the UNSC who are way to oppressive. A little mix of the Brutes and PLF, they could be really mean to the Civs and maybe even in mid round betray the UNSC amd start shooting at them. Of course they would be tasked with holding KS7 and work with the Marshalls and Governor, but they are really just there to do their own thing.

A monitor on the admin planet/Halo ring. Maybe with a few sentinels. They could work with flood things and just be a monitor.

That's what I got for antagonists. Nothing much else.

I actually like the sentinels idea on the admin planet. Or maybe make the admin planet not JUST an admin planet (but doubles as it maybe?) and have a bunch of sentinels guarding an artifact.

Another idea. It's covenant again, but maybe a random chance for heretics to be in system? Like how you want the arbiter to be?
